PROBLEM TO BE SOLVED: To provide an environmental facility control system for giving a user a feel of satisfaction relative to environment that the user currently enjoys by automatically notifying the user of demand information for a whole system without the need for the user enjoying the environment to take any action. SOLUTION: When newly determining a control plan CP for environment control in accordance with demand informtion RD from a personal terminal 3 of the user, a control device 5 notifies the personal terminal 3 of the user of information such as the contents of the demand information for the whole system via a notifying means 24. It notifies the personal terminal 3 of a non-adopted person, in particular, of a message M1 describing the reason of non-adoption generated by a non-adoption message generating means 25 to improve the satisfaction of the non-adopted person.
