PROBLEM TO BE SOLVED: To provide an inexpensive structure capable of stabilizing a collapse load independently of a change of an interference in each of fitting parts 16a and 16b and easy to secure bending strength in the vertical direction in the condition wherein the structure is fitted to a vehicle. SOLUTION: The fitting parts 16a and 16b respectively having an interference are provided in one part of an overlap part 15, in which an end of an outer column 13 and one end of an inner column 14 are superposed in the radial direction, at a plurality of positions with an equal interval in the circumferential direction. In these fitting parts 16a and 16b, the interference of the fitting parts 16a and 16b positioned in the vertical direction when they are fitted is formed larger than the interference of the fitting parts 16a and 16b positioned in the horizontal direction.
