PROBLEM TO BE SOLVED: To perform data communication with a center even if a line is in an off-hook state by a telephone or the like before a predetermined number of calling signals arrive without releasing lines connected by the off-hook of the telephone or the like (with lines connected). SOLUTION: The telephone 14 is connected to an end position of an NCU 13. Loop closing/opening can be performed in both a communication control circuit 13 of the NCU 13 and the telephone 14. When the off-hook (loop closing) is performed by the telephone 14 before the predetermined number of ringing signals arrive from the center server, the loop closing is also performed in the communication control circuit 13.
