PROBLEM TO BE SOLVED: To solve the problem that the access frequency between an area frequently accessed and an area not frequenty accessed is inconsistent and as a result, the fault such as a writing error or a reading error is liable to occur because of physical deterioration with time by frequent access to a specific area. SOLUTION: This recorder is provided with a recording frequency management table for managing the recording frequency by the block unit of the predetermined size of an optical disk, and a free space management table for holding information indicating a recorded or unrecorded area by the block unit of the predetermined size of the optical disk. When information is recorded in the optical disk, the area of a smallest recording frequency is retrieved as a recordable area in the free space of the optical disk on the basis of the recording frequency management table and the free space management table.
