PROBLEM TO BE SOLVED: To provide a toner for electrostatic latent image development, an electrostatic latent image developer and an image forming method for obtaining favorable fluidity and aggregation property of the toner independent from the use environment without decreasing picture quality and for stably keeping favorable fixing property for a long time. SOLUTION: The toner for electrostatic latent image development comprises toner particles containing at least a binder resin and a colorant and an external additive, wherein the external additive comprises inorganic particles which are hollow inorganic particles and contain a release agent having the melting point of 40°C or higher and less than 160°C inside the hollow particles, and/or resin particles which are hollow resin particles having 60 mass% or more gel fraction and contain a release agent having the melting point of 40°C or higher and less than 160°C inside the hollow particles.
