PROBLEM TO BE SOLVED: To form a clean winding roll with no winding collapse by not scattering dusts or the like from a support part when an approximately center of a winding spindle during rotation is supported by a winding spindle intermediate retaining arm. SOLUTION: The winding spindle 1 is provided with a central support shaft 5 for receiving rotation drive force by a rotation drive means; a large number of friction collars 7 arranged on the central support shaft 5 with a predetermined gap and rotatably attached to the central support shaft 5; a friction member 12 retained to the central support shaft 5 so as to be pressed to an inner peripheral surface of the friction collar 7; a pressing mechanism 9 to the inner peripheral surface of the friction collar 7 of the friction member 12; and a plurality of support ring 11 arranged between the friction collars 7 near the center in a longitudinal direction of the central support shaft 5 respectively and rotatably attached to an outer peripheral surface of the central support shaft through a rolling bearing 10.
