PROBLEM TO BE SOLVED: To lessen the moving resistance of a moving cutting edge unit for retreating a guide member by a method wherein the guide member of stencil base paper is inexpensively composed by a simple structure. SOLUTION: In the base paper cutting device, which is equipped with a cutting tool 77 for cutting the stencil base paper 10 by moving the moving cutting edge unit 28 in the width direction of the stencil base paper 10 and, in addition, in the moving region of the moving cutting edge unit 28, in which the guide member 26 for guiding the stencil base paper 10 is so incorporated and constituted as to be retreated from the moving region by contacting the moving cutting edge unit 28 when the moving cutting edge unit 28 moves to the moving region, of a stencil printing machine, the guide member 26 is made of an elastic material, which allows its partial retreatment from the moving region by its elastic deformation.
