PROBLEM TO BE SOLVED: To provide a conductive endless belt that can keep high transfer efficiency, prevent diffusion of toner and prevent decrease in picture quality, as well as hold destaticizing performance and prevent an image defect or the like caused by residual charges, and thereby, that can produce uniform electrification even during continuous printing or partial image printing, and assure a high quality image, and to provide an image forming apparatus using the belt. SOLUTION: The conductive belt is provided to be used in various kinds of image forming apparatuses of a tandem system, an intermediate transfer system and a tandem intermediate transfer system. When the belt surface is charged at 8 kV application voltage using a corona discharger disposed at 1 mm distance from the belt surface, the maximum surface potential C1 on the top surface and C2 on the back surface at the time one second after charging satisfy the relation of C1>C2.
