PROBLEM TO BE SOLVED: To obtain a vinyl acetate resin emulsion which exhibits excellent low-temperature film-forming properties and excellent adhesive strength in spite of containing no plasticizer, is excellent in fluidity, and is substantially free from VOC components. SOLUTION: The vinyl acetate resin emulsion is one obtained by effecting the seed polymerization of a monomer component containing at least vinyl acetate in an emulsion containing a polymer of a polymerizable unsaturated monomer (X), wherein the seed polymerization of the monomer component containing at least vinyl acetate in the emulsion containing the polymerizable unsaturated monomer (X) is followed by the addition of a mixture of a liquid polymeric compound and a powdery water-soluble polymeric compound. The liquid polymeric compound is exemplified by an acrylic polymer, a polyol polymer, or a modified silicone polymer, and the powdery water-soluble polymeric compound is exemplified by a polyvinyl alcohol polymer or a polyvinylpyrrolidone polymer.
