PROBLEM TO BE SOLVED: To provide a treating liquid capable of performing a bonding treatment easily on the surface of a material to be coated, of which the surface consists of chromium, such as a photomask vapor-deposited with chromium, by curing at a relatively low temperature in a short time, also having a good bonding property with the material to be coated and capable of forming a uniform and beautiful coated membrane, a coated film-forming material and a method for forming the coated film. SOLUTION: This treating liquid for easy bonding contains a partial condensate of hydrolyzate of an organosilane having epoxy group. Also, the coated film-forming material consists of two kinds of liquid of the treating liquid for easy bonding and an applying liquid for forming the coated film. Further, the method for forming the coated film is provided by using the coated film-forming material, applying the treating liquid for easy bonding on the material to be coated, of which the surface consists of chromium, drying, applying the applying liquid for forming the coated film over the dried treating liquid and drying.
