The device has heavy and light balls (12, 14), each forming a continuous mill. The balls (12) are made of a non magnetic alloy or metal with a density ranging from 21 to 22 grams per cubic centimeter. The balls (14) are made of an organic or synthetic material of a density of 0.9 grams per cubic centimeter. The balls drive a star which constitutes a wheel of a kinematic chain connecting a barrel constituting a mechanical energy source.
