When biometric feature parameters for authentication are to be registered in an IC card, a biometric authentication apparatus (104) acquires and encrypts the biometric feature parameters and stores the encrypted biometric feature parameters directly in the IC card without involving a control computer. For authentication, the encrypted biometric feature parameters registered in the IC card are input to the biometric authentication apparatus (106), and verification is performed in the biometric authentication apparatus between extracted biometric feature parameters and the input biometric feature parameters to conduct authentication. While the biometric authentication apparatus is not activated, a biometric authentication program in the apparatus is stored in an encrypted state.
