A catalyst composition for the production of rigid polyurethane foams and isocyanurate-modified rigid polyurethane foams which attains excellent storage stability when water is incorporated as a blowing agent; and a raw-material composition containing the catalyst. The catalyst composition comprises the following ingredient (A) and the following amine compound (B) and/or (C). The raw- material composition comprises the catalyst composition, a polyol ingredient, and water. (A) A quaternary ammonium salt represented by the following general formula (1): (1) (wherein R1 to R3 each represents a C1-12 hydrocarbon group; R4 represents C1-18 alkyl or an aromatic hydrocarbon group; and X represents an organic acid group having an acid dissociation constant (pKa) of 4.8 or less). (B) A hydrophobic amine compound. (C) A heterocyclic tertiary amine compound.
