PROBLEM TO BE SOLVED: To prolong operation life of a plasma display panel which has electrodes coated with an insulating layer of which surface is not flat. SOLUTION: The plasma display panel 1 comprises an insulating layer 16 coating a plurality of row electrodes X, Y arranged on a first substrate 11, and the surface of the insulating layer 16 has an irregular surface reflecting the irregularity of the under layer, and at least surface layer 18 of the insulating layer 16 is made of insulator crystal. A top surface of a partition 292 which is formed on a second substrate 21 and in contact with the insulating layer 16 is made overhung in a distance d larger than the height h of a projection 161 which is in contact with the partition 292 in the insulating layer 16.
