PROBLEM TO BE SOLVED: To exert the highest possible data transfer performance without destroying a disk-like recording medium by rotation. SOLUTION: By focusing attention to an increase in the rate of surface wobbling vibration in a low-frequency region generated when the revolutions of the disk-like recording medium approaches the destruction revolutions, the revolutions of the disk-like recording medium is lowered when the rate of the surface wobbling vibration reaches a speed threshold or above, and thereby, for all kinds of the disk-like recording media, the revolutions can be surely controlled to the intrinsic destruction revolutions or below and therefore, the loaded disk-like recording medium is rotated at the highest possible revolutions of a spindle without causing the rotational destruction of the disk-like recording medium and the recording and reproducing of the data can be performed at the highest data transfer rate that the disk-like recording medium can exhibit.
