PROBLEM TO BE SOLVED: To provide a continuously cast slab for obtaining a thin steel sheet having excellent surface properties, and to provide a useful method capable of producing the slab even without using a slab modifying agent. SOLUTION: The continuously cast slab for a thin steel sheet is obtained by a continuous casting process. In the slab, provided that the total of Al<SB>2</SB>O<SB>3</SB>, MgO, CaO and SiO<SB>2</SB>is 100 mass%, the Al<SB>2</SB>O<SB>3</SB>content is≥80%, and, the number of alumina based inclusions with the major axis of≥30μm present in the surface layer to a depth of 0 to 15 mm from the slab surface is≤30,000 pieces per kg of the steel.
