PROBLEM TO BE SOLVED: To provide an image signal processing device that can be used, for example, to display moving images on a liquid crystal display panel, and that can decrease blur in motion when a medium gray scale is expressed by a FRC (frame rate control) system to display one frame in a plurality of subframes.

SOLUTION: The image signal processing apparatus generates an output image signal with a higher frame frequency compared to an input image signal by producing a plurality of subframes from one frame of the input image signal, wherein the pixel value of the subframe is determined to maximize dispersion of pixel values in the time-base direction.
