PROBLEM TO BE SOLVED: To provide a plug opening device having a compact and simple structure capable of reliably opening a plug irrespective of presence/absence of a cover material, and a plug opening method. SOLUTION: A turning means 7 to constitute the plug opening device comprises a friction material 71 fixed to one side of each of individual holder blocks 15 and a holding member 72 fixed to a vicinity of a rotary shaft 11. The holding member 72 faces the holder blocks 15 or a part in a vicinity of a root of a needle 5 with a space to hold one plug therein while the needle 5 is turned in the rising direction of its tip 6.
