SOLUTION: The emergency stopping means 25 is furnished with a distance signal output means to constantly output a distance signal to discriminate a distance from the portable setting means, the portable setting means is provided with a distance discriminating member to discriminate a distance between the emergency stopping means and the portable setting means in accordance with the distance signal from the emergency stopping means, consequently, it is possible to set various data by a portable setting unit when the distance between the emergency stopping means and the portable setting means is within an operational distance of an emergency stopping button and it is impossible to set the various data by the portable setting unit when the distance is within a non-operational distance of the emergency stopping button.
