PROBLEM TO BE SOLVED: To make a battery adaptable favorably to the high-temperature condition of the external environment without degrading the performance of the battery even under the high temperature condition of the external environment. SOLUTION: The battery 34 is surrounded with a cover 33m as a heat conduction lowering means into one unit to produce the battery unit 33a. The battery unit 33a is provided with an operation controller which measures the internal temperature of the battery unit 33a to make the ON-OFF control of a Peltier element 39. When the internal temperature as measured with a temperature sensor 35 is higher than the threshold, an IC chip 36 supplies the Peltier element 39 with a power to cool down the battery 34.
