PROBLEM TO BE SOLVED: To shorten processing time of in-screen coding, regarding a method and device for coding video images of a series of images. SOLUTION: A step for selecting a coding mode from inter-screen modes and from in-screen modes is divided into two sequential steps, a preselection step and a coding decision step. The preselection step is for preselecting an in-screen mode for the current macroblock from the in-screen coding modes and the coding decision is a part of the effective coding of the current macroblock and for selecting the mode of coding the current macroblock from the inter-screen modes and the preselected in-screen mode.
