PROBLEM TO BE SOLVED: To provide a cosmetic composition easily disentangling, imparting a soft feel and suppleness to hair, and free from problems such as residues on hair, unpleasant heavy feeling, stiffness of hair and sticking between fibers effecting styling of hair, etc. SOLUTION: The invention relates to the cosmetic composition comprising, in a cosmetically acceptable medium, at least one cationic surfactant, at least one starch, preferably a modified starch, at least one non-silicone cationic polymer with a particular cationic charge density of 5 meq./g or more and at least one nonionic non-polymeric solid compound with a melting point of higher than or equal to 35°C, and/or with viscosity, at a temperature of 40°C and at a shear rate of 1 s<SP>-1</SP>, of greater than or equal to 1 Pa s.
