PROBLEM TO BE SOLVED: To provide a new phenol resin having oxetane rings and a dicyclopentadiene skeleton, which gives a cured product excellent in heat resistance, the resistance to water absorbance and electric characteristics. SOLUTION: The phenol resin having oxetane rings is expressed by formula (1). In formula (1), X is a group represented by formula (2) and n is 0 or a positive integer.
