PROBLEM TO BE SOLVED: To provide an inexpensive plate making system excellent in resolution, good in accuracy and dimensional stability, and excellent in mass productivity. SOLUTION: The plate making system includes: an ink jet drawing device 1 for drawing a predetermined image with an ultraviolet absorbing ink on a surface of a transparent plastic film, wherein the surface has at least hydrophilicity and ink absorbency; an exposure device 6 for exposing a photoreceptor 5 with ultraviolet radiation through the drawn transparent plastic film as a photomask; and a developing device 7 for developing the exposed photoreceptor to make a printing plate.
