PROBLEM TO BE SOLVED: To provide an information recording apparatus and an information reproducing apparatus capable of attaining optimum access operations at reproduction by recording an optimum access position in the case of accessing through a search for an entry point of a moving picture with an index of a still picture. SOLUTION: The information recording apparatus includes: an optical-path splitter for splitting a ray made incident from an imaging lens; at least one photodetector for receiving the split ray and providing an output of a moving picture signal and at least one photodetector for receiving the split ray and providing an output of a still picture signal; a moving picture signal recording unit for recording the moving picture signal to a recording medium; and a still picture signal recording unit for recording the still picture signal to the recording medium. In the apparatus, it records positional information of the moving picture corresponding to the still picture to the recording medium and records offset information for indicating from how far position from the positional information the accessing is carried out to the recording medium.
