PROBLEM TO BE SOLVED: To provide an image verification device or the like which embeds authentication information into an entire image and verifies the authenticity of an embedded image. SOLUTION: The image verification device includes; an original image generation part for generating an original image from a picture or the like per page; an authentication information generation part for obtaining a hash value to generate authentication information; an encrypted image forming part for forming an encrypted image of the authentication information; an output image synthesizing part (13) for superposing the original image and the encrypted image one over the other by XOR operation to generate a synthesized image; an encrypted image detection part for taking the synthesized image as an input image and detecting an encrypted image for verification from the input image; an original image synthesizing part (34) for superposing the input image and the encrypted image for verification one over the other by XOR operation to generate an original image for verification; a hash value acquisition part (35) for decrypting authentication information obtained on the basis of the encrypted image for verification to acquire a hash value; and a verification part (36) for obtaining a hash value for verification of the original image for verification and comparing this hash value with the acquired hash value to perform verification.
