PROBLEM TO BE SOLVED: To ensure formation of successful images for a long period of time by stably and uniformly maintaining an electrostatic charge quantity of the toner used for development without causing the increase in cost. SOLUTION: The developing device is equipped with a replenishing device for replenishing a two-component developer composed of magnetic toner and a magnetic carrier or the magnetic carrier and a developer agitating conveyance screw, and develops a toner image to an electrostatic latent image on an image carrier by a developer carrier carrying the two-component developer, wherein a toner scattering detection sensor 1 is positioned near the development apparatus, and replenishment of the carrier or the developer is performed based on the signal from the detection sensor, and a control means for changing the rotating speed of the developer agitating conveyance screw is included.
