PROBLEM TO BE SOLVED: To provide a liquid toner concentration detecting device capable of always stably detecting the concentration of liquid toner with simple constitution and having high detecting accuracy, and to provide an image forming apparatus using the same and a liquid toner concentration control method. SOLUTION: In the detecting device for detecting the concentration of the liquid toner, a light emitting means is arranged on the outside of a liquid toner reservoir case communicating with a developing device through a liquid toner supply path and a liquid toner reflux path and communicating with a concentrated toner tank and a carrier tank through valves respectively, and a member whose surface is moved is arranged in the liquid toner reservoir case as a reflection means, then a light receiving means for receiving reflected light from the reflection means is arranged on the outside of the liquid toner reservoir case, whereby the concentration of the liquid toner is detected according to the reflected light quantity.
