PROBLEM TO BE SOLVED: To provide an image forming apparatus which has an opposite transfer roller capable of suppressing the occurrence of pinhole-like discharge traces in secondary transfer, reduces the restriction in terms of materials relating to the opposite transfer roller as compared to heretofore, and can reduce the cost of manufacturing. SOLUTION: In a secondary transfer section, a secondary transfer roller and an intermediate transfer belt are opposed across each other to form a nip and its surface layer 12b comes into contact with the inner side of the intermediate transfer belt. The opposite secondary transfer roller 12 which performs secondary transfer by a potential difference between the secondary transfer member and its conductive substrate 12a in the secondary transfer section is equipped with an intermediate layer 12c as a resistance layer between the surface layer 12b and the conductive substrate 12a.
