PROBLEM TO BE SOLVED: To provide a tooth shape creating method for an internal gear pump for forming a tooth shape for preventing interference of an inner rotor and an outer rotor and to provide an internal gear having the tooth shape created by the method and having high reliability. SOLUTION: In this tooth shape creating method, the center Oi of the inner rotor 1 rotates around the center Oo of the outer rotor by drawing a circle having diameter S of, for example, (2e+Δe<SB>min</SB>) and the inner rotor rotates 1/n times while the center Oi of the inner rotor rotates around the circle a time to form temporary tooth shape of the outer rotor by an envelope of a group of tooth shape curves of the inner rotor at this time. After that, temporary tooth shape of the outer rotor and/or original tooth shape 6 of the inner rotor are offset or (Δe<SB>mid</SB>-Δe<SB>min</SB>) equivalent amount is adjusted by a scale to create the final tooth shapes of the inner rotor and the outer rotor (wherein, n is the number of teeth of the inner rotor;Δe<SB>min</SB>is the minimum value of clearance between teeth of standard; andΔe<SB>mid</SB>shows a central value of clearance between teeth of standard).
