PROBLEM TO BE SOLVED: To provide a drainable elastic paving material and its construction method allowing direct field construction of the elastic paving material combining excellent sound absorbing property, draining property and slip resistance when wet. SOLUTION: Water soluble members 4 are disposed at the lower face of the paving material comprising elastic aggregate 2 and a resin binder 3, to constitute the drainable elastic paving material 1. In its construction, an adhesive is applied after carrying out primer treatment of the surface of a base course 5, and then the water soluble members 4 are placed on the upper face.
