<p><P>PROBLEM TO BE SOLVED: To prevent battery exhaustion in case where an engine of an automobile is stopped for a long period. <P>SOLUTION: Action of loads 3a and 3b is stopped after the engine 2 of the automobile is stopped until reaching an action desired data inputted through a touch panel of a car navigation system 9 or the like. At reaching the action desired date, the loads 3a and 3b are restarted. At this time, the charged state of a battery 5 is detected, and whether restarting of the loads 3a and 3b is possible or not at the action desired date inputted is determined based on the charged state. In case where restarting of the loads 3a and 3b is impossible, re-inputting of an action desired date is urged through the touch panel of the car navigation system 9 or the like.
