PROBLEM TO BE SOLVED: To establish a secure processing environment by detecting an unauthorized change to an operating system, an application program and/or a content. SOLUTION: Before execution of an operating system software by a processor 102 operably connectable to a main memory 106 so that data can be read from the main memory 106 to be used in a local memory 104, which is a processor 102 including the local memory 104 correlated with itself, consistency of the operating system software is certified, and a state flag for showing the consistency of the operating system software is preserved.
