PROBLEM TO BE SOLVED: To provide a manufacturing method of a radiation image conversion panel having excellent luminance and a good vibration characteristic; and to provide a radiation image conversion panel. SOLUTION: After a stimulable phosphor layer 11 is formed on a support body 12 by a vapor-phase deposition method (vapor phase method), a polyurea protective film 15 is formed on the phosphor layer by deposition by using an amine compound and an isocyanate compound either of which is an aliphatic compound.
