<P>PROBLEM TO BE SOLVED: To realize telephone calls with optimal quality according to the transmission quality. <P>SOLUTION: An information processing system has the first TV phone terminal 10, first relay equipment 20, second relay equipment 30, and the second TV phone terminal 40.
