<P>PROBLEM TO BE SOLVED: To provide a transmission system and cellular phone system with which easily understandable text is obtained, the text is read and understood in a short period of time, and the sense of incongruity does not occur even in telephone call. <P>SOLUTION: Conversation contents are understood and the text of the conversation contents is summarized by a text understanding summary section 12 from speech information recognized in a speech recognition section 11 and the response sentence meeting the understood contents is generated in a response sentence generation section 16. The generated response sentence is converted to a speech by a speech conversion section 17. Changeover of a down speech signal to a portable terminal 3 and a character signal is performed in a speech/character signal changeover section 14. A speech/character reception signal for selecting the signal reception form of the speech/character from the portable terminal 3 and the response sentence selection signal and the up speech signal are separated in an up signal separation section 15.
