<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that has a mode for eliminating margins in order to output a high quality photograph-like image, prevents image failure, such as a soiled image, caused by soil resulting from failure in cleaning a transfer body and an intermediate transfer body in the mode, also has a mode for cleaning off soil on the transfer body, the intermediate transfer body, and a cleaning roller in the mode for eliminating margins, and also ensures improved productivity in regular operations. <P>SOLUTION: The image forming apparatus develops an electrostatic latent image, formed on an electrostatic latent image carrier, by a developing device and has at least the mode in which output image edges have non-image areas and the mode in which output image edges do not have non-image areas.
