<P>PROBLEM TO BE SOLVED: To compare a numerical target with a completion expected value, to calculate the achievement ratio, and to keep and use the result. <P>SOLUTION: Data file for storing target numerical information as a target object is held in a desired system device, a site numerical information created and processed in the system device and a state at a desired time are stored in the data file or a different data file, and held in the system device. A first desired management unit is extracted from data of the target numerical information, a second desired management unit is extracted from data of the site numerical information, and the progress stage is determined based on the data of the site numerical information.
