PROBLEM TO BE SOLVED: To perform user authentication quickly in safety by configuring an environment for automatically setting a key length and a term of validity optimum for the system. SOLUTION: From such parameters as the number of users and the probability of lapse required for deriving an evaluation formula, total computation time and traffic are estimated and a term of validity is set such that these values are optimized. From the term of validity satisfying the optimum values, a corresponding key length is derived and outputted as an optimum parameter. More specifically, a safe time interval is derived from the key length based on an up-to-date safety evaluation and that value is converted as the term of validity thus setting optimum parameters automatically when a public key certificate authentication base is introduced for user authentication.
