PROBLEM TO BE SOLVED: To provide a charging device which adopts a charging system using a brush, in which a foreign substance adhering from a body to be charged to the charging brush is well removed, and with which charges can stably be imparted to the body to be charged, and also to provide an image forming apparatus equipped with the charging device. SOLUTION: A photoreceptor 2 as the body to be charged is charged by a charging brush belt 3 as a charging member, a place of the belt 3 opposite to the photoreceptor 2 is supported by a driving roller 11 as a voltage applying support member which applies a charging voltage, and a potential cleaning member 19 is disposed in a non-charging position B which is a position not opposite to the driving roller 11.
