<P>PROBLEM TO BE SOLVED: To reduce access frequency from a device to a management server, in a device management system for downloading predetermined using information used by the device from the management server to the device. <P>SOLUTION: An information communication controller is built in the device, and downloads the using information of the device from the management server. The controller stores a download request for download of the using information to the management server. The controller determines a proxy device from the device and another device. When it determines the latter device as the proxy device, the controller informs the latter device for collecting the download request and the download request of the latter device and transmitting them to the management server. Prior to the determination of the proxy device, the controller determines whether the proxy device is determined based on a predetermined condition with a preset timing.
