<p><P>PROBLEM TO BE SOLVED: To provide a radio communication device capable of adjusting the signaling speed of a multicast packet, a radio communication system, and a radio communication method. <P>SOLUTION: The radio communication device radio-distributes a received multicast packet at a plurality of radio terminals. The radio communication device has a signaling-speed determining means for determining a slowest signaling speed in the signaling speeds, capable of being received by a plurality of the radio terminals participating in or participated in a certain multicast group as the signaling speed of the multicast packet of the multicast group.
