PROBLEM TO BE SOLVED: To provide a new process of manufacturing chlorine by oxidizing hydrogen chloride, wherein impurities in a material gas other than hydrogen chloride is removed and unreacted hydrogen chloride after the oxidation reaction is efficiently recovered. SOLUTION: The process is to manufacture chlorine by oxidizing hydrogen chloride in a material gas containing hydrogen chloride and impurities with oxygen and comprises a first absorption step in which hydrogen chloride in the material gas is absorbed in water or hydrochloric acid, a first stripping step in which a gas mainly composed of hydrogen chloride is obtained by stripping the solution obtained in the first absorption step, an oxidation step in which a gas containing chlorine is obtained by oxidizing hydrogen chloride in the mixed gas with oxygen, a second absorption step in which a gas mainly composed of chlorine and oxygen is obtained, and a second stripping step in which a gas mainly composed of hydrogen chloride is obtained by stripping the solution obtained in the second absorption step, separately from the first stripping step.
