PROBLEM TO BE SOLVED: To provide brilliant decorative paper having the transparency due to gravure printing, causing no color omission and excellent in high brilliant design properties having a glittering feeling, and also to provide its manufacturing method. SOLUTION: The brilliant decorative paper is constituted by laminating: the brilliant substrate layers 12 and 13 due to the pearl pigment provided to a base material 10; a brilliant layer 14, wherein brilliant fine pieces are dispersed on the brilliant substrate layers 12 and 13 by brilliant fine piece-containing ink prepared by mixing transparent color pigment having the same color as the brilliant substrate layers 12 and 13 and the brilliant fine pieces; and a transparent color layer 15 due to transparent color ink containing a transparent color pigment having the same color as the above mentioned transparent color pigment.
