PROBLEM TO BE SOLVED: To reduce the power consumption of a volatile memory which requires refreshing. SOLUTION: The memory control device to control the refreshing required by a volatile memory has a write address memory which stores the address position when writing data in a volatile memory as a writing pointer and stores the write flag which reverses each time the write pointer returns to the top; a read address memory which stores the address position when reading the data from a volatile memory as a read pointer and stores the read flag which reverses each time the read pointer returns to the top; a pointer controller to generate discrimination signals to discriminate whether or not all the data written in the volatile memory are read out by using the write pointer, write flag, read pointer, and read flag; and a refresh controller which controls whether to continue the refreshing or not based on the discrimination signals.
