PROBLEM TO BE SOLVED: To provide a travel time calculation system in which precision is raised in calculating an average travel time by effectively utilizing a smart license plate attached to a vehicle and radio communication terminal apparatuses 2 in calculating the average travel time between the two spots of a road network even in an area where the radio communication terminal apparatuses 2 are not minutely arranged in the road network. SOLUTION: An existing AVI system is integrated with an SP system, so that the average travel time of the vehicle is calculated between the two spots where at least image terminal devices 1 or the radio communication terminal apparatuses 2 are arranged. The integration with the AVI system increases sections between the two spots where the average travel time is calculated so as to more minutely calculate the average travel time. Furthermore, even during the area where the radio communication terminal apparatuses 2 are not minutely arranged in the road network, the smart license plate and the radio communication terminal apparatuses 2 are effectively utilized in calculating the average travel time between the two spots of the road network.
