<P>PROBLEM TO BE SOLVED: To provide a duplexed clock phase synchronization apparatus capable of outputting a clock having no distortion, and a communication apparatus employing the same. <P>SOLUTION: A radio base station 10 is a communication apparatus provided with clock phase synchronization units 12a, 12b for generating a reference clock phase-locked with a clock extracted from a signal received from the outside. The units 12a, 12b are formed by duplexing a phase-locked loop circuits, and a standby system operates at a faster response speed than that of an operation system.
