PROBLEM TO BE SOLVED: To reduce excessive test steps so as to suppress equipment cost while attaining reduction of interference of one and same radio base station with other cells. SOLUTION: A mobile communication system disclosed herein adopts a transmission rate control method whereby a mobile station increases the transmission rate of uplink user data to be transmitted up to a maximum permissible transmission rate. Cells constituting a serving cell set are configured not to transmit a relative rate grant channel for transmitting a relative value of the maximum permissible transmission rate, non-serving cells other than the serving cell set are configured to transmit the relative rate grant channel, and the one and same radio base station uses one sell for the serving cell set and uses the other cells for the non-serving cells.
