PROBLEM TO BE SOLVED: To sufficiently protect the privacy of a person of a houses while securing security performance by video monitoring. SOLUTION: When any house device 4 requests the display of the monitoring video of an image pickup device 6, a control part 40 of the house device 4 being a regulating means determines the acceptance/rejection of a monitoring video outputted to the house device 4 on the basis of display acceptance/rejection information stored in a storage portion M and controls a video switching device 5 to be switched and outputs a monitoring image of the image pickup device 6 that is not allowed to display video. This enables the monitoring video of the image pickup device 6 installed in a parking lot not to be displayed on the house device 4 of a person who does not own an automobile or the monitoring video of the image pickup device 6 installed at a playground not to be displayed on the house device 4 of a person who does not have children, so that the privacy of a person of a house can be sufficiently protected while securing the security performance of video monitoring.
