PROBLEM TO BE SOLVED: To easily control scroll display of a sub-picture superposed on a video image. SOLUTION: A decoding preprocessing section 31 temporarily stores pixel data of a sub-pixel packet supplied from a demultiplexer 15 into a PXD storage memory 33, temporarily decodes the data to calculate a data size of each line and find the head address in the PXD storage memory 33 where the pixel data of the line is stored, and stores address data of the found head address into an address storage memory 32. A PXD decoding section 34 acquires address data of a prescribed line from the address storage memory 32 in accordance with the control of a control microcomputer 11, reads pixel data out of the PXD storage memory 33, based on the acquired address data, and decodes the read-out pixel data.
